Buhari orders police to secure 2019 elections

President Muhammadu Buhari yesterday ordered the police to ensure that the general elections which are due in February be conducted free of violence.
Speaking during the passing out parade of the Nigeria Police Academy Wudil, Kano, the president said it is the duty of the police to ensure that the elections are conducted peacefully in across the country.

“The campaigns for the 2019 elections have commenced and that means heightened political activities in the country. It is the duty of the police supported by other security agencies to adequately secure the elections,” he said.
He said the police must work hard to avoid ballot box snatching, multiple voting, vote buying, attack on electoral officers and other act that can affect the smooth conduct of the elections.

“You must do everything possible to make the elections violence free … for it to be adjudged credible, free and fair in the eyes of both local and international observers,” he said.
Congratulating the newly commissioned officers, the President urged them to key into the administration’s quest to ensure peace in across the country.
“I am delighted to be here today for the convocation and passing out parade of 602 police officers first set of regular cadet course 1 from the police Academy, Kano after five years of rigorous training.
“I am happy to be the first serving president to witness the passing out parade of cadets of the Nigeria Police Academy regular cadet officers. You should consider yourselves privileged not only for being able to complete a course, but for being worthy in character, fitness and passing out as Assistant Superintendent of Police (ASP).
“After your commissioning today, you will be charged with the duties and responsibilities of a police officer. It is now your duty to ensure peace and security in the country. The burden on you are enormous and onerous, it requires you to be diligent and determined in the fight against all forms of crimes in our country.

Suspected armed bandits Wednesday killed at least 25 people in attacks on two villages in Birnin Magaji Local Government Area of Zamfara State, Daily Trust learnt yesterday.
Residents said in the afternoon, a motor bike-riding gang of armed men opened fire on locals harvesting sweet potatoes on their farms at Garin Halilu village, killing nine on the spot.

The attackers were said to have returned to the community and killed three others around 5:00pm when the bodies of the slain farmers were being prepared for burials.
“They then proceeded to neighboring Gidan Kaka village and shot dead nine persons there. And the remaining four persons killed were from Nassarawa Gödel village who went to offer help to those under attack at Gidan Haliliu,” a resident, Tukur Gödel, told Daily Trust.

The spokesman of the state police command, Muhammad Shehu, however said only five persons were killed and that calm had returned.
“The Zamfara State Police Command wishes to Confirm that On 19/12/2018 at about 1505hrs, a group of armed bandits attacked some villagers of Gidan Halilu Village in Billashe district of Birnin Magaji LGA on their farms. On receipt of  the report, Combined teams of PMF/CTU and Conventional police personnel headed by the Area Commander Kauran Namoda mobilized to the affected village to repel the attack, restore normalcy and arrest the perpetrators.
“On getting to the scene, five  corpses were recovered with one other  person injured. The corpses were taken to Hospital in Birnin Magaji, while the injured person was admitted for treatment. The scene and its environs have been subjected to extensive bush combing with a view to prevent further attack,” he said. He asked members of the public to remain vigilant and report any suspicious movement to the nearest police station for prompt action.
Meanwhile, the chairman of Tsafe Local Government Area of the state, Aliyu Abukabar, yesterday told Daily Trust that about 40 people were killed and 1,700 others displaced in his local government in the last two weeks.
He said more than five communities were sacked in recent attacks by suspected armed bandits and cattle rustlers in the local government as more people were trooping in to the local government headquarters for refuge.
He mentioned the affected villages as Asaula, Kwadawa, Dogon Kawo, Mandaba, Yanza, Kulutu, Sakkya and Fegin Dakai, all in the eastern Tsafe.
He said the recent deadly raids on the communities especially in eastern Tsafe followed the seizure of 480 cows belonging to one  notorious cattle rustler identified by security operatives as Ado Alero.
“Angered by the seizure of the cows he rustled from the neighbouring Kaduna state, the notorious cattle rustler organized his boys attacking communities in retaliation. We are calling on the security operatives especially the Air Force to step up their air attacks on the identified camps of these criminals. More deployment of security operatives to the state especially to my local is highly  needed to curtail the menace of armed banditry and cattle rustling plaguing our communities,” he said.
He said health officials and other supporting personnel had been despatched to the Internally Displaced Persons camp as funds were made available for their feeding and other needs.
“We have also footed the medical bills of those who were injured in the attacks and they are responding well to the treatments at various medical facilities across the state,” he said. Some of the victims taking refuge at the Government Girls Focal Secondary School in Tsafe town narrated their ordeals.
Alhaji Yusuf Wambai, village head of Asaula community, said he was the first person to flee his village when he learnt that the armed had intensified attacks on the neighbouring communities.
“I left the village and my subjects followed me. We are not secured the government should deployed more security operatives to our communities,” he pleaded.
A pregnant woman, identified as Ra’aina, said she trekked several kilometres alongside her husband to the headquarters of Tsafe local government for safety.
However, a police source said the villages affected were mostly deserted with the armed bandits torching local grain silos abandoned by the residents.

Vice President Yemi Osinbajo, yesterday, spoke to traders via the TraderMoni call centre set up by the Bank of Industry (BOI) to track 3.56 million potential beneficiaries and 1.15 million traders that had received their loans.
Real-time information from the centre set up in Abuja showed that disbursements under the TraderMoni scheme have hit N11.5 billion as at December this year.

Further real-time information showed that 51.3 per cent of the beneficiaries are females while 48.7 per cent are males.
Foodstuff vendors constituted majority of the beneficiaries with 39 per cent, followed by clothing vendors at 20.6 per cent, FMCG vendors at 10.1 per cent and recharge card vendors 4.2 per cent.

The vice president, who inspected the centre, took calls from beneficiaries and prospective beneficiaries of the micro credit scheme on updates on their applications.
He described the scheme as the largest enterprise scheme for petty traders on the African continent. He said two million petty traders will be captured in the first phase of the scheme and more people will be captured in the second phase.
He likened the scheme to the Katsina Foundation run by President Muhammadu Buhari in which petty traders were given N2,000 to support their petty businesses.
The Managing Director of BOI, Olukayode Pitan, said the bank has confidence that the beneficiaries would repay the loans and even get higher loans.
Pitan said women entrepreneurs and petty traders have more tendencies to repay loans than even the big enterprise players.
However, he said those who default in repaying the loans will be blacklisted.

The All Progressives Congress (APC) in Kwara State, yesterday, said it has reported the alleged misdemeanour of Justice T. S. Umar of the state High Court to the National Judicial Commission (NJC).
Justice Umar had on Wednesday said the dissolution of the APC executives led by Ishola Balogun-Fulani loyal to Senate President Bukola Saraki by the National Working Committee (NWC) of the party was illegal, null and void.

Addressing journalists in Ilorin, the state capital, the embattled APC chairman in the state, Hon. Bashir Bolarinwa said the conduct of Justice Umar during the trial smacked of alleged compromise.
He said since the commencement of the case in July, 2018, Ishola Balogun-Fulani and his cohorts had always boasted to whoever cared to listen that the Kwara State judiciary was in the pocket and full grip and control of one man.

Bolarinwa said, “I wish to intimate you that every conduct of Justice T. S. Umar that made the judgement no news has been documented and forwarded by our lawyers to the Chief Judge of Nigeria as the chairman of the National Judicial Commission and copied to the chief judge of the state.
“As believers in the rule of law and ability of the judiciary to dispense justice without fear or favour and in the best tradition of incorruptible judiciary, we refused to take their boisterous attitude and utterances as mere psychological ego massaging,” he said.
According to him “The developments that culminated in the judgement and the conduct of T.S. Umar in the course of trial have proved to us that our absolute belief in the impartiality and absolute integrity of every judicial officer is grossly misplaced in the instance case.
“It is therefore not surprising that since Friday, when the case was adjourned to Wednesday for judgement, Ishola Balogun-Fulani and his cohorts and their sponsors have been assuring their fellow PDP members that their aim to weaken the train of change in the state will start to materialise as judgement in their favour is a forgone deal and conclusion.
“In fact, in their fertile imagination and day-dreaming capacity, they expected that the judgement will enable them interfere with the list and names of APC candidates in Kwara State.
“Let me state that the law is clear on party primaries for election of candidates and no procured judgement of any high court can change the established position as stated and restated by the apex court in Nigeria.
“Therefore, all our 24 state House of Assembly, six House of Representatives, three senatorial, governorship and presidential candidates elected at the primaries conducted by the NWC in line with Article 13.4 (v) and (xiv) of the constitution of the party remain the authentic candidates that will fly APC’s flag at the 2019 general elections,” he added.

Akinwunmi Ambode, Lagos State governor, at the weekend took a swipe at former Vice President Atiku Abubakar, presidential candidate of the Peoples Democratic Party (PDP), saying he is not in a good position to champion the anti-corruption drive.
Atiku had vowed to fight corruption like never before if given the chance to preside over Nigeria’s affairs, saying he was well equipped to fight corruption because of his vast experience both in the public and private sectors and his ability to build a team capable of accomplishing the task.
“I will shock everyone because I believe that I will fight corruption like never before,” he had said.
However, speaking with journalists during the peace meeting held with aggrieved aspirants of the All Progressives Congress (APC) in Marina, Ambode said there was no way any responsible leader would decide to wage a frontal battle against corruption without it fighting back.

President Muhammadu Buhari has expressed concern at the poor state of the economy, telling governors to tighten their belts in preparation for harder times ahead.
The president’s statement has, however, drawn the flak of the opposition Peoples Democratic Party (PDP) which said it was an admission of failure and a negation of his campaign promise to fix the ailing economy.
Chairman of the Nigerian Governors’ Forum and Zamfara State governor, Abdulaziz Yari, revealed this after a meeting between the president and governors yesterday at the presidential villa,  Abuja.
He said: “Mr President, as usual, responded by telling us that the economy is in a bad shape and we have to come together and think and rethink on the way forward.
“So, Mr President talked to us in the manner that we have a task ahead of us; so, we should tighten our belts and see how we can put Nigeria’s economy in the right direction and how we can address the nation’s infrastructural decay.
“So, all of us as leaders, especially those that are coming to the National Assembly and those coming back as governors and the president who will be re-elected, by God grace, we should not think that things are going to be easy; they are going to be harder than before. This was the message of Mr President.’’
Governor Yari said they used the opportunity of the meeting to appreciate the president for facilitating the release of the Paris Club funds to them without any discrimination.
“You will recall, for those that have been around since 2015, so many issues were raised in budget support, bailout fund, Paris, London Club refund and infrastructure development funds,” he said, explaining that paying salaries was a big challenge to most states at the inception of this administration.
“When Mr. President came on board, 27 states out of 36 could not pay salaries – some for 13, 12, 8, 5 months respectively. In our first encounter with him, he told us that we have no business being in power if we cannot do the basic, that is, pay workers. So, he asked that we discuss how we can support those states that cannot pay salaries so that workers will be paid.
“Those in the position then came up with the idea of bailing out the states so that they can pay the arrears. But paying the arrears was not enough because the performance of the economy at that time could not sustain the current salaries. That was how he paid the London-Paris Club (refund) in batches until we exited last month. The payment of London-Paris Club (refund) has been lingering for the past 12 years.
“So, we came here today to thank Mr. President because in bailing out states he did not discriminate along party lines unlike in those days when you could only get audience with Mr. President if you had long legs.”
Earlier, at the Extended National Economic Council (NEC) meeting, Vice President Yemi Osinbajo  called on state governors and other stakeholders to refrain from playing politics with issues of human capital development and to focus on getting the job done.
“As a government, we are fully aware of the issues and we are committed to transforming them. There is no denying that debilitating levels of poverty existed in spite of huge earnings in the past. We are doing exactly what countries like India and Brazil did in similar situation, for instance, kick-starting the Social Investment Programme (SIP).
“Since the meeting in March, we have made significant progress, adding more than two million people to the programme, feeding over nine million school children everyday, et al. We must ensure that what we are investing in must produce tangible results,” he said,  adding that the federal government must collaborate with state government on issues of human capital development.
“It should not be a platform for blame games. Concerted collaboration is required now so we don’t repeat the mistakes of the past. Constant communication with the people is equally important because the resources belong to them,” Osinbajo stated.
On his part, the chairman of Nigerian Governor’s Forum  said governors had been working very hard to make Nigeria’s economy work in a more transparent manner, adding that they remain accountable to the people.
“We have tried to make sure that every cent is well spent,” he said.
According to him, the concerns raised on human capital development could only be addressed with the  availability of funds.
He said, “I can assure you that the governors are committed but we have to work harder in the area of revenue generation to address all these competing demands.”
Yari queried why VAT had remained stagnant at five percent for the past 25 years, insisting that a political decision has to be taken to increase it in the new year.
In his contribution, the World Bank Nigeria country director, Rachid Benmessaoud, asserted for the world to do well, Nigeria has to do well  on human capital development because the world relies on Nigeria’s human capital.
He added that the quality of education improves young persons’ opportunity to earn a living and help the economy, urging the government to work on improving human capital development.
Weighing in on the topic, the country director, UK’s Department for  International Development, DFID, Debbie Palmer, said Nigeria is ranked near the bottom of the World Bank’s Human Capital   Index   (152   out   of   157   countries   globally), describing it as   a  rude wake up   call   for   everyone   in   Nigeria   and   for   everyone   who   cares   about Nigeria.
“Nigeria will be the third largest nation in the world by 2050. We need well nourished, healthy, educated and skilled people who can go out and get jobs.   
“The   projected   population growth   could   be     big   boost   to   Nigeria’s economic   fortunes   with   more   people   of   working   age   driving   economic progress. But for this to happen we urgently need increased investment in service   delivery   to   avoid   an   undernourished,   unhealthy   and   unemployed nation.”
The Association of National Accountants of Nigeria (ANAN), represented by Alhaji Shehu Ladan, listed quality education, special agencies for skills, entrepreneurial support, vocational training, improved infrastructure and improved health care sector  as factors that will improve the country’s human capital development.
It’s An Admission Of Failure – PDP
Meanwhile, responding to the president’s warning that hard times lie ahead for Nigerians, the Peoples Democratic Party (PDP) yesterday said President Buhari’s admission to state governors that he had failed to fix the economy in negation of his 2015 campaign promises confirmed his lack of capacity.
The party said by asking Nigerians to tighten their belts, President Buhari had admitted that the economy had terribly worsened on his watch and that he had no solution to the country’s economic woes.
According to a statement by PDP’s national  publicity secretary, Kola Ologbondiyan, “Mr President, by this statement, has admitted that he is tired and that the task of running a competitive economy such as ours is way above his capacity.
“If President Buhari had heeded wise counsel from Nigerians and the international community to hands off critical sectors of our economy and allow competent hands to manage them, our economy would not have gone into a biting recession, for which he is now asking Nigerians to tighten their belts.
“Nigerians must hold President Buhari directly responsible for the official flops, harsh economic policies and humongous corruption in his regime, which led to the collapse of our once robust economy, turned our nation to the poverty capital of the world with the worst form of hunger and starvation to the extent compatriots now consider suicide mission and slavery as options.”
The party regretted that Mr. President wants Nigerians to tighten their belts at a time he and officials are living large.
“Our party holds that Nigerians across the board have made enough sacrifices in accommodating the incompetent, insensitive and corrupt Buhari administration and must not be forced to carry this burden beyond May 29, 2019,” the party added
